国电讯业务运营商为保护庞大的公共电讯网（PSTN），对直接接入公共电讯网的电子产品提出了专门的要求，以保证接入PSTN的产品在使用时尽量减少对公共电讯网的影响和伤害。因此，直接接入PSTN的电子产品除了满足电磁兼容的要求外，还须满足各国对于此类产品通讯方面的专业要求。特别对于北美、欧洲、澳洲、日本等国家与地区，政府对这些要求尤为严格。  
一般我们是通过以下几个条件来判断终端电子产品是否需要做通讯（Telecom）方面的专业测试：  
 
1） 是否存在RJ11接口？  
 
2） 是否直接接入PSTN（公共电讯网）？  
 
3） 终端使用者是否属于非电信运营商？

　　以下我们以有绳电话的美国FCC Pat68申请为例，简单介绍一下整个申请流程： 
 
　　FCC认证的申请流程：   
 
　　　1)申请商提供完整的技术资料，可以正常工作的足够数量的测试样品，及相关授权信； 
 
　　　2)若该申请商是首次申请FCC PART 68，则须先申请RPC（公司代码）；  
 
　　　3)实验室对申请商提供的测试样品进行测试（该步骤可与步骤2同时进行）；  
 
　　　4)测试完成后，实验室将测试报告交给TCB审核，由TCB出FCC PART 68证书，并发　　　　　　　放Registration No.；  
 
　　　5)客户可以在相关的网站查到FCC PART 68 Registration No。 
 
　　FCC申请需要提供的技术资料：

　　该号码由RPC、产品类型、REN、产品识别码组成，而且只有在测试完成后才可以确定，并最终由TCB将此号码放到网上。
